Major Payment Systems in the United Kingdom

CHAPS
CHAPS (Clearing House Automated Payment System) is the Real-Time Gross Settlement (RTGS) system in the United Kingdom, designed to meet the high-value payment needs. It serves as the core of the UK financial infrastructure, facilitating critical fund transfers between financial institutions, and is regulated by the Bank of England and the Payment Systems Regulator.
CHAPS has 22 direct participants, connecting over 5000 financial institutions. To enhance liquidity, the Bank of England mandates that each participating institution must complete at least 50% of its daily payments by the morning.
BACS
BACS (Bankers' Automated Clearing System) provides automated payment clearing and settlement services. Recognized as a systemically important institution by the UK Treasury, it is regulated by the Bank of England and the Payment Systems Regulator.
The system's primary functions include Direct Debit and BACS Direct Credit. Additionally, services such as Current Account Switch Service (CASS), Individual Savings Account (ISA) transfers, and biller updates are facilitated through this system.
FPS
FPS (Fast Payments Service) offers near real-time payment services, supporting fast and secure payments through mobile, online, and telephone banking, as well as regular payment instructions.
FPS services include Instant Payments (synchronous), Future Dated & DCA Payments (asynchronous), and Regular Payments & Repayment Instructions (asynchronous).
Funds settlement utilizes the Deferred Net Settlement (DNS) method, ensuring immediate payment for end customers while the credit risk during the interval is borne by the customer's bank.
In terms of risk control, participants maintain a collateral account with the central bank equal to the "Net Sender Cap," which is activated only in case of default by the main settlement account, ensuring that only the defaulting party makes payments, thereby eliminating settlement/credit risks for other participants.
The system operates 24/7 with a single payment limit of £250,000. Customer limits are determined by individual participating institutions based on their risk preferences.
Additionally, Real-Time CASS was introduced in 2013, followed by the Paym service in 2014 (which allows payments using only the recipient's mobile number without requiring bank details).
FPS is operated by FPS Limited, with the following fee structure: fixed costs are distributed among 11 shareholders based on market share, and an additional fee of 2.5 pence per transaction.
C&CCC
C&CCC (Cheque & Credit Clearing Company) primarily handles cheque clearing, credit voucher clearing, euro cheque clearing, and dollar clearing. While regulated by the Payment Systems Regulator, it is not considered a systemically important institution and is not directly supervised by the Bank of England.
The system operates 24/7 from Monday to Friday, covering processes such as collection, transmission, sorting, exchange, and settlement of paper-based instruments.
In response to emerging electronic payment methods, C&CCC plans to upgrade its existing systems by adopting cheque imaging, thereby reducing costs associated with cheque clearing and transmission.
VOCALINK
VocaLink Holdings Limited, spun off from BACS, specializes in providing payment system infrastructure services and is regulated by the UK Payment Systems Regulator.
